Manipur University, 10 March 2025: The Hon’ble Governor of Manipur, Shri Ajay Kumar Bhalla, inaugurated the Mahseer Hatchery and Freshwater Ichthyology and Sustainable Aquaculture (FISA) Laboratory on 10th March 2025 (Monday) at Manipur University (MU). The inaugural function, jointly organized by Manipur University and ICAR-Central Institute of Coldwater Fisheries Research (ICAR-CICFR), Bhimtal, marks a significant step in fostering Mahseer conservation, stock enhancement, research, training, and education in aquaculture at this esteemed university.

Addressing the gathering as the chief guest, Shri Ajay Kumar Bhalla emphasized that Manipur University serves as a hub for research, innovation, and creative advancements. Speaking at the Mahseer Hatchery inauguration, he highlighted that Manipur’s lakes and rivers have long been integral to its traditions, livelihoods, mythology, and festivals. He encouraged the commercial production of Mahseer, stressing its export potential and the unique opportunity for Manipur to lead in its production. He assured that, with government support, Manipur University would play a key role in advancing fish production in the state.

The Governor urged entrepreneurs to take advantage of various aquaculture-related government schemes, as the North Eastern Council (NEC) is actively promoting initiatives to boost the sector. He also highlighted key challenges, including lack of infrastructure, weak market linkages, and low production levels. Stressing the significance of Mahseer, known as the 'Tiger of the River,' he remarked that its conservation and stock enhancement align with national conservation efforts. He further expressed that Manipur University's initiative would serve as a beacon of hope for ecotourism in the state.

The function was presided over by Prof. N. Lokendra Singh, Hon’ble Vice-Chancellor, MU. In his address, he highlighted that Manipur relies heavily on aquaculture and that existing technologies require training, skill enhancement, and a dedicated institution for fishery sciences. He appreciated the Department of Zoology for its sustainable and cost-effective projects and initiatives.

Dr. Joykrushna Jena, Deputy Director General (Fisheries Science), ICAR, New Delhi, emphasized the importance of strengthening linkages between various fisheries institutions across India by sharing technical expertise and training programs to boost fish production in Manipur. He spoke at length about the uniqueness of Mahseer fish and its role in expanding the fishery and livestock industries, which significantly contribute to India’s agricultural growth. He noted that India is the world’s second-largest fish producer and stressed the need to improve fish quality and diversity. He also highlighted that promoting Pengba, the state fish of Manipur, would accelerate production and export. He expressed confidence that the new hatchery at Manipur University would provide technical skills and knowledge to entrepreneurs, paving the way for conservation and stock enhancement.

Speaking as the guest of honor, Dr. Bijay Kumar Behera, Chief Executive, National Fisheries Development Board (NFDB), Hyderabad, discussed various government schemes and insurance policies available for entrepreneurs and startups in aquaculture. He encouraged entrepreneurs to take advantage of government initiatives aimed at boosting aquaculture production in Northeast India and urged them to apply for funding. He also emphasized the potential of Loktak Lake for fisheries and aquaculture development.

Dr. Pramod Kumar Pandey, Director, ICAR-CICFR, Bhimtal, stressed that the fisheries sector plays a crucial role in economic development, contributing to over 9% growth annually. He highlighted the potential of fish products in Manipur and commended government initiatives that prioritize the growth of Northeast India. Sharing his experiences working in Manipur, he noted significant progress in the fisheries sector, particularly through rigorous training programs and entrepreneurship workshops conducted by ICAR in collaboration with Manipur University.

During the event, the Hon’ble Governor, Shri Ajay Kumar Bhalla, released several significant publications: Mahseer Hatchery SOP Booklet – A comprehensive guide to standard operating procedures for Mahseer hatchery management, designed to assist hatchery operators, researchers, and stakeholders in breeding, seed production, and stock management. The Birds of Manipur University Campus" – This book serves as a vital resource for bird conservation and awareness, highlighting 76 bird species found on the Manipur University campus, along with a campus distribution map for bird enthusiasts and conservationists. The book was authored by Prof. N. Mohilal Meitei (former Director, College Development Council, MU), along with his research scholars Sorokhaibam Mexico Singh and S. Sushil Kumar Singh. Decoding DNA Methylation" – Edited by Dr. Shivakumar, Department of Zoology, MU, this book explores DNA methylation in gene regulation and its impact on human diseases, including cancer. It also discusses advanced profiling technology, emerging epigenetic therapies, and ethical considerations. This book serves as a comprehensive resource for students and researchers in medical, paramedical, and basic sciencesFISA Lab Academic Calendar – Showcasing the achievements of the FISA Lab, led by Dr. Rameshori Yumnam, Assistant Professor, Department of Zoology, MU.

Delivering the welcome address, Prof. N. Mohilal Meitei expressed heartfelt gratitude to distinguished guests, esteemed speakers, students, faculty members, administrative staff, and farmers for their presence. Dr. Rameshori Yumnam, Assistant Professor & Event Coordinator, proposed a vote of thanks.

An audio-visual presentation showcasing success stories of aqua-entrepreneurs was presented during the event. The Governor and esteemed dignitaries also felicitated three progressive fish farmers and aqua-entrepreneurs for their outstanding contributions to the aquaculture industry.
