In the year 1999, the National Human Rights Commission (NHRC) suggested the University Grants Commission (UGC) to evolve the curriculum on Human Rights Education and to introduce the same in the Universities and colleges across the country. In this vein, The University Grants Commission developed the model curriculum on Human Rights and duties Education way back in the year 2001, which was subsequently introduced in the Universities and Colleges. The Centre for Human Rights and Duties Education, Manipur University is one of those Handful University who have started Human Rights Programme since 19TH DECEMBER, 2007.
The objectives of the centre for Human Rights and Duties Education, Manipur University is to make a strenuous academic effort to teach the “common language of humanity” to the people of Manipur in Particular and people everywhere in general under the course of the XI plan of University Grants Commission. The Centre strives to make humankind fluent in the vocabulary of human rights, and to enable people of every professions to apply that vocabulary and meaning to their daily conduct. Through this education, the Centre can be of help to build a universal culture of human rights to some extent. It will also fulfil the need for social and legal education for the people of Manipur to identify the wrongs and resist, denial of human and civil rights guaranteed by law.
The Centre had initially introduced two courses since 2007 with the approval of the UGC:
